When your air conditioner is not cooling, you should check out the compressor unit to see what the problem is. Sometimes these units have a pretty serious buildup of dust, and this can prevent them from turning on. They would instead get choked and would turn off immediately lest any damage occurs. Fixing this is quite easy. All you would need to do is clean the unit, ideally with a pipe that is connected to a water source.
